A terminal of sorts for incoming and outgoing travellers,
this Circle is separated from the rest of the world by ten foot tall,
foot thick, concrete fences to keep out unauthorized human intruders.
Along the wall, at half-mile intervals, are fifteen foot guard towers,
manned by well-trained snipers from Umbrella Security Division (U-Sec).
The major roads entering the city lead into Processing Facilities,
where any visitors must pass a variety of screenings before being
allowed entrance into the the next cirle.
Beyond the concrete barriers lies the Second Circle.
This circle contains most of the residential and commercial buildings
that are available for actual use in Racoon City, and a few small research labs.
Mainly, it serves as a housing disctrict for Umbrella employees and their families.
It is separated from the more hazardous Third Circle by a double ring of twelve
